You want a 4 million pixel image from an image with dimensions of 600 x 460 px.
Your image has approx 0.276 MP (600 x 460 = 276,000 px), so it's around 25% of the desired size.

You will need to interpolate/resample to a larger size, say 400% - which may produce poor results. As this is an illustration, you may have more leeway.
If you are wishing to submit the image to a stock photo library, reconsider, they don't want or accept upsampled images.
There are "new" AI based resizing methods (not in Photoshop) which will invent new detail to make the newly resized image more detailed. This may produce a image with "better" detail, however the detail may or may not be faithful, accurate or acceptable, YMMV. Good luck!
EDIT: Attached are examples from two different free web-based AI resizing tools, which are arguably better than Photoshop's various image size interpolation methods. The Photoshop neural filter "Super Zoom" does a better job than image size, which I have also added to compare to the other AI resizes.

Use the K component in the CMYK profile appropriate for the printing process. You need to ask the printer which one! US Web Coated (SWOP) is the Photoshop default just because there has to be some default, but it is not valid outside North and South America (and may not even be the correct choice there). Always ask.

From my experience over the years with people coming to this forum, all of these PoD providers have the same/similar instructions, use U.S. Web Coated (SWOP) or U.S. Sheetfed Coated v2 (and then go on to confuse or contradict themselves regarding total ink limits).
They use digital presses, which will have a custom CMYK profile for the machine and the stock in use (coated cover weight stock, uncoated text weight stock, etc). They do not give you this production orientated digital device output profile. What they do is have an intermediate "simulation" profile based on a standard offset condition. They convert incoming RGB data to the simulated press condition before it's converted to the digital press profile. For CMYK data, they will generally assume that the CMYK data is already as per their instructions and I assume that they use this as the source for the conversion to the device profile. They could pass on the input CMYK values direct to the printer, however, I doubt that is common. If they detect that ink limits are above their recommendations, they will either ask you to re-submit, or they might just convert them to the lower ink limit without notifying you.
Looking over what they suggest, there is a custom 300% total ink limit version of the standard GRACoL 2006 characterisation data:

This is the CMYK profile which should be used for conversions and softproofing, not the default colour settings (I often joke that when it comes to colour settings, there is a reason why they have fault in their name).
They do mention below that if the page is B&W then you should convert the image to grayscale mode. If you want better density for these images, you would have to pay for full colour printing on these pages, which also probably means more expensive coated paper in addition to the colour print cost.

You need to soft proof your images using your working CMYK with black simulation and/or paper white simulations for the colour images. Use a custom proof setup for Working Gray.

It could just be the photo, however, the paper white appears quite dark, which reduces the visual contrast compared to a monitor. Same for the blacks. Having a calibrated and characterised/profiled monitor and using softproofing will provide a much closer preview. I also notice that the photo of the colour/sepia version appears to have lost a lot of shadow detail, which if accurate, may need to be compensated for.
EDIT: Now that I know that they use a 300% ink limit version of GRACoL 2006 Coated, use that and not your default Working CMYK.

Presuming a single/short run PoD book publishing service.
Mono/Black & White printing will use a single toner/ink, therefore it will naturally have lesser density. It costs less to print and doesn't have concerns with maintaining neutrality.
Full colour print will offer greater density due to having four toners/inks buiilding the shadows. You may have issues with maintaining neutral tones.
For the sepia or colour images, were these supplied as RGB or CMYK files? What ICC profile or conversion did the images or PDF conversion use?
Are the proofs close to what you see on screen for both mono and sepia/colour, particularly density and detail?
Are the proofs inkjet proofs or actual prints from the digital press used for production on the final stock?

Usually with a subject, but it may also be with the sky or inverse of the subject. Goals vary. It could be to increase or decrease brightness, or to increase saturation.

OK, from the screenshot I can now see that you have a simple layer structure, no artboards or groups to complicate things.
Do you select the subject, then make Brightness and or Hue/Saturation adjustments etc. Then adjust everything else independently of the subject? Or select sky without the subject etc?
In order to script the steps, they need to be layed out like @Myra Ferguson did in her detailed step-by-step example.

I’d love to just be able to change a few things such as the output directory, and the attribute to be changed, (plus the direction where to start and end) such as brightness, contrast, and saturation.
Yes, all of this is possible.
You need to be very specific on the exact step-by-step workflow, in order for someone to help code this. Which exact commands in what exact order. When are certain steps applied to the isolated subject, isolated background or globally.

For the workflow, I create high-quality (12) jpgs and open them in the Windows “Photos” App before deciding on the final version.

As an alternative, a script could make the changes and store them as temporary snapshots in the History panel, rather than writing out JPEGs for review in other software. You could then review in Photoshop and save or export the winning snapshot.

The standard answers are to record the selection of a tool preset into an action for use with F-key shortcuts, or to reference the action in a script (or create the preset selection as a script without calling an action), which once installed in Presets/Scripts can be assigned to any custom keyboard shortcut.

To be more clear (i hope) my request is about a way to avoid problems
The problem is the generative algorithm incorrectly identifying your content as breaching the service terms. So it would therefore seem that the answer is to provide "different content" (more below) and or for Adobe to refine the algorithm so that false positives are not flagged.
that is not a workaround because as i told i work with images and i can't spend the time to use a workaround when i need to postproduce 200-300 images at one time...
This is the common reply, which makes no sense.
Before generative fill, such work would have taken minutes or hours with content aware filll, some other "in-painting" algorithm and/or manual retouching.
The suggested workaround takes seconds.
You may not be able to provide "different content" as in a different picture, but the workaround is just to quickly alter the current content in order for it to not be flagged as inappropriate, then to remove the alteration afterwards. The workaround is faster than the generative fill! There is no disagreement that it's not ideal to have to use a workaround, however, people are complaining about extra seconds, conveniently overlooking that the alternative could take minutes or hours.

Effective PPI (no resampling) is related to physical print size.
If your effective resolution is 1200+ PPI and your original resolution is 300 PPI, the the image has been placed smaller than 25%.
You have ample pixels, in fact too many.
When exporting a PDF from InDesign you can elect to resample the content to a target PPI if it's above a specified threshold.
Otherwise, resize a copy in Photoshop to the final required print size and resolution. This allows you to interactively select the best resulting interpolation/resampling algorithm for the image content and apply sharpening to account for softnesses introduced by resampling or applying stronger sharpening for print output.

Assuming a flattened image as the start point:
1) Select > Subject (the selection may need refining)
2) Cmd/Ctrl + J to copy the selection to a new layer or better yet, duplicate the Background layer, and apply the selection as a layer mask
3) Select the Background layer and run your auto contrast (consider adjustment layer or smart object conversion if you will save a layered PSD master working file)
4) Save a Copy, Export As or Save for Web to JPEG
This sounds similar to your current workflow , so perhaps the issue is step 4. More info and screenshots may be required. Good luck!

I've recently moved from Windows to Mac and because of this I’ve also moved from Photoshop CS4 (it did everything I needed it too for a very long time) to Photoshop 2025. In CS4, when minimising document windows within Photoshop, they would be constantly visible as tabs at the bottom of the work space, making it really easy to click on any that you would need to work on / switch between / see what you have open at a glance. But now, in the 2025 version, they just disappear. To see them, I have to 'right click' the PS icon in the dock, click 'show all windows' and select the document window I want to re-instate it OR click on 'window' and scroll down to it there... and then repeat for both if I want to re-instate multiple. So, several clicks for each method as opposed to the one click and visibility of files of CS4. So, my suggestion for an improvement would be to go back to the CS4 way of showing minimised document windows.

What you note as a CS4 vs 2025 difference actually sounds like OS differences.
It also sounds like you were previously using floating windows and not tabbed windows. Have you looked at tabbed windows on the Mac version of Photoshop?

Select Subject can use local or cloud based AI processing, however, Adobe doesn't charge credits for this as it's not generative.

Generative Fill and other generative processes use credits. AFAIK other non-generative AI trained tools like Select Subject and Content Aware Fill don't. Adobe have indicated that for now, the Remove Tool doesn't consume generative credits.

As @jazz-y recommended, one can save JPEG versions from multple raw camera files is directly from within Adobe Camera Raw, without rendering them to open documents in Photoshop, which then require actions or batch actions. Here's a screenshot from an earlier discusson where resized JPEG files were desired from raw camera files.
